How Early Jails Were Supplied and Maintained

Early county jails were not fully supplied by the county. The jailer was personally responsible for providing and maintaining bedding, locks, and basic equipment. When prisoners escaped and took blankets, locks, or other jail property, the loss often fell on the jailer himself, not the county.
